Queensland Corrective Services provides safe, modern, and responsive correctional services which rehabilitate prisoners and offenders and prevent crime making Queensland safer. QCS Mental Health Clinicians (psychologists, social workers, and occupational therapists), and Disability Services staff contribute to the safe, secure and humane management of individuals in the custody and care of QCS by providing advice and direct service provision. These individuals include those with mental health needs, cognitive impairments and other forms of disability, those at risk of self- harm or suicide, and those who pose a risk of harm to others in their immediate environment.
Psychological and Mental Health Services staff work in correctional centres and QCS Disability Services provides a statewide in-reach service to all correctional centres.
The role of Regional Manager, Psychological Services plays a key role in the effective and efficient delivery of high quality psychological services in correctional centres. This will be achieved through the day to day and long-term strategic management of a regional psychological workforce.
The primary accountabilities of the Regional Manager, Psychological Services include:
- Provide leadership and operational coordination of mental health staff across multiple locations.
- Ensure accountable, outcome based, high-quality mental health practices are consistently provided.
- Monitor mental health service delivery and workforce management across nominated locations to identify work standards, priorities and allocation of resources.
- Participate in the development and delivery of a quality assurance framework that supports practice development and robust decision making aimed at delivery of mental health and disability services.
- Manage the provision of high level and clinical advice, support and training to correctional centre and community corrections staff involved in mental health and disability services.
- Contribute to Agency psychological, mental health and disability services activities, including maintaining a working professional knowledge of best-practice principles for the management of offenders.
- Contribute to the provision of high-level operational analysis, strategic direction, policy, and management of practices relating to the ongoing management of offenders.
- Participate in high level liaison with external and internal stakeholders.
- Collaborate effectively with other commands and correctional centre management to achieve strategic outcomes and to meet operational priorities.
- Maintain a clinical caseload commensurate with Manager responsibilities and/or provide expert advice on the appropriate management of complex/challenging cases.
- Provide expert discipline specific consultancy and advice on mental health practices to all mental health staff and managers and other operational managers.
- Provide clinical practice supervision, support and mentorship to mental health team leaders and other identified staff.
- Act as a central point of contact for operational consultation and liaison with senior management in relation to clinical issues.
- Lead, mentor and influence a multi-disciplinary team’s development and training needs while fostering a work environment which delivers a skilled, motivated and productive work team committed to organisational objectives.
- Lead and influence professional development opportunities and strategies for operational staff in the field.
- Manage compliance with corporate governance, budgetary and human resources, workplace health and safety management practices and associated legislative frameworks.
- Identify future issues and new directions for mental health service delivery and contribute to formal service reviews and strategic planning processes.

- Experience in a criminal justice environment or similar human service or allied health setting.
- Demonstrated experience in leading and managing a service delivery team across varied locations, including an ability to apply contemporary human resource management practices and assist a team to adapt to a changing environment.
- Strong organisational and operational skills with the ability to set priorities, coordinate activities and meet deadlines.
- Demonstrated high level communication, negotiation and conflict resolution skills for liaising with management and staff at all levels, to gain commitments and negotiate service delivery, priorities, deadlines, resources and other relevant issues.
- Proven ability in building and sustaining operational capacity and capability within a challenging and dynamic environment.
- Demonstrated experience in change management and continuous improvement in organisations, including an ability to work flexibly to respond to changing work priorities and to provide high level advice regarding professional standards.
- Experience in management of support services to professional staff and an understanding and application of practice supervision models and techniques.
- Understanding and application of practice supervision models and techniques.
- Conceptual, analytical and problem-solving skills.
- Demonstrated knowledge, interpretation, and application of legislation, policies and procedures.
Mandatory requirements:
- A degree qualification in psychology and a general registration as a psychologist is required.
- Approval by the Psychology Board as a supervisor or eligibility to undertake this process is a mandatory requirement for this role.
Other conditions and requirements:
- Possession of post graduate qualifications (or significant progress towards post graduate qualifications) in a relevant field would be highly regarded.
- There may be instances where the incumbent will be required to work hours outside the normal work hours, undertake travel to other locations, or temporarily work from an alternate location.
